Oregon State Parks and Beaches All beaches the State of Oregon are designated public recreation areas, and are jointly managed by both the State of Oregon and the local municipalities whose boundaries encompass portions of the beach. Beaches that are within the boundaries of Oregon state park require all pets on a leash not more than six feet and kept under physical control at all times. If you are on a beach outside of the boundaries of Oregon state park, leashes are not specifically required, but physical control must be maintained. Some beaches are designated western snowy plover nesting sites or wildlife habitat areas, and restrict or prohibit dogs at certain times of the year. Pet control wildlife habitat areas apply to both Oregon State Park and Ocean Shore areas. Designated areas are well signed to warn beach visitors of wildlife habitat areas. Horses are allowed areas designated for horse camping and trail riding, including beaches open for horse riding. Oregon Beach Seasonal Dog Restrictions There are 16 beaches designated for western snowy plover management Oregon. OPRD and its partners enact seasonal recreation restrictions shorebird conservation areas to protect shorebirds. Only part of the beach is affected the dry sand above the high tide line is set aside to either help nesting plovers, or to encourage them to start nesting.
