Cape Hatteras National Seashore Cape Hatteras National Seashore is a 72-mile stretch of the Outer Banks from Nags Head to Ocracoke Island. Dogs on a leash no longer than 6 feet are allowed on the beaches established off-road vehicle use areas, but are not permitted on designated swimming beaches or buildings. Cape Lookout National Seashore Cape Lookout National Seashore is a 56 mile section of the Outer Banks running from Ocracoke Inlet on the northeast to Beaufort Inlet on the southeast. Carova, Town Beaches The northernmost community on the Outer Banks, Carova is known for its pristine and undeveloped beaches which extend for 12 from the northern border of Corolla to the North state Line. Pets are allowed on the beaches Carova and the 4WD areas, but should be kept on a leash due to vehicular traffic along the shoreline. Town Beach OFF-LEASH DOG BEACH. Dogs are allowed on the beach year round, and are allowed off-leash on the beach as as they are under control of the owner. The Town maintains no public beach access. Access to the Town beach is limited to residents, renters, and their guests. The Town of does not allow public street parking, and there are no public parking areas at beach accesses. Kill Devil Hills, Town Beach Between Memorial Day and Labor Day of each year, dogs are not allowed on the public beach between the hours of 9 a.m. and 6 p.m. At all other times, dogs are allowed on the public beach, but must be kept on a leash. Hawk, Town Beach Dogs are allowed on public beaches. From the Friday before Memorial Day until the day after Labor Day between the hours of 10 a.m. and 6 p.m. dogs on a leash no longer than 6 ft. are allowed on the beach. At all other times during the year, dogs must be restrained on a leash retractable to 12 feet. Dogs be taken off the leash only if they not disturb other people on the beach. Unleashed dogs must be controlled by the handler, who must remain within 30 feet of the dog at all times. A leash must be with owner handler at all times. Manteo, Town Beach The Town of Manteo wraps around Shallowbag Bay on the eastern side of Roanoke Island, part of the Outer Banks. Dogs on a leash no longer than 6 ft. are allowed on the beach year round. Ocracoke Island All of Ocracoke's beaches belong to the National Park Service and fall under the guidelines of the Cape Hatteras National Seashore. Dogs on a leash no longer than 6 feet are allowed on the beach year round. Dogs are prohibited on designated swimming beaches. You must take a ferry to get to Ocracoke Island. Pets are allowed personal vehicles as they board the ferries and can get out and walk on the main deck of the ferry, but must be leashed at all times. Southern Shores, Town Beach From 15th to 15th dogs are only allowed on the beach between the hours of 6 p.m-9 a.m. Dogs must be on leash at all times. TOPSAIL ISLAND North Topsail Beach, Town Beach Dogs are allowed on the beach year round, but must be on a leash and under the control of the owner at all times. The leash is not to be longer than twenty-five feet length Topsail Beach, Town Beach From 15th through Sept. 30th dogs on a leash no longer than 20 feet are allowed on the beach. At other times the dog must be under voice command of a responsible person, but does not have to be on a leash. These regulations apply to the entire town including the beach.
